STORM WAR
Player guide
Open full game Play guided demo Original CWT rulebook
One table. Every player on a phone.
- Open the full game on a shared computer or tablet. Choose 3 or 5 Environments and create a table. The board does not take a player seat.
- Every trainee scans its QR code, or enters the table code on the home page. Enter a name to join. No account is needed.
- The first trainee taps Deal cards & start on their phone after 2–4 people have joined. Each gets 7 cards; the first turn is random.
Play your turn
- Draw: 1 card is drawn automatically at the start of your turn.
- Manage: apply Permanent Cards from your hand, build your Jobsite, equip Tools, and optionally place a Degrader on the active Environment. Make one upgrade or sue one captured Degrader.
- Challenge: choose Toxic, Erosion or Nutrient. Match the same defense to the Environment’s risk. Or skip, draw 1 and end your turn.
- Respond: anyone may play eligible one-time Chaos. Other trainees may donate one BMP from their own Jobsite and immediately draw 2. Everyone passes to resolve. A new play or donation resets all passes.
Defense ≥ risk succeeds
On success, claim the Environment and its Degrader. Draw 2, 3 or 4 cards for the lowest, middle or highest printed risk you challenged. A tied risk rewards 3. Discard your Jobsite and donated BMPs; reveal the next Environment and end the turn. Reaching the win goal ends the game immediately.
On failure, keep your Jobsite, return donations to their owners and end your turn.
Jobsite limits
5 BMPs, 2 Permanent Chaos, 1 Mentor, and 2 Tools total: one on yourself and one on a present Mentor. Capacity increases do not stack. Use the highest applicable limit.
Upgrade, donate & sue
During Management, upgrade a full section once: return one Permanent Card to your hand and replace it with one of the same type. The returned card cannot be reapplied this turn. A removed Mentor returns its attached Tool to your hand outside successful cleanup.
During another trainee’s challenge, donate one BMP from your Jobsite and draw 2. Successful cleanup discards the donation; failure returns it.
During Management, sue one captured Degrader: discard it and draw 2.
Your phone controls
Hand: swipe through private cards and apply or play them. Challenge: challenge, skip, pass, or complete required card choices. Jobsites: inspect public cards, donate a BMP, or sue a Degrader. Table: see Environment, scores, log and playtest notes.
Guided demo
Apply Check Dam, Biochar, Sgt. Stormwater and Sgt’s Shield. Together they provide 12 Toxic, 10 Erosion and 12 Nutrient defense. Challenge City’s Toxic (12) or Nutrient (10) risk, then pass. The practice rival responds automatically. First to one Environment wins the demo. The full game supports 2–4 human trainees.
Provisional digital rulings
These are testing decisions, not changes approved by CWT. They follow the recovered 12 October 2026 playtest guide; additional implementation decisions are identified below.
- One copy of each active card; 143 active cards and 21 Environments.
- Older BMP/Chaos draw instructions use the combined Adaptive Management deck. Defender cards occupy Mentor slots; Preventative Actions occupy BMP slots.
- One Degrader may occupy the current Environment. Its placer ignores its added risk. Older “on a Jobsite” wording for Degraders refers to the active Environment.
- Everyone passes to resolve a challenge, without a timer. A new play or donation resets passes.
- Numeric one-time modifiers are played during challenges and expire at turn end. Hero Block may also be played during Management and expires at the next turn.
- Donated BMPs may temporarily exceed capacity. Synergies see all Jobsites and challenge donations.
- Reward ranks use printed Environment risks before modifiers. Successful non-winning cleanup discards equipped Tools with the rest of the Jobsite.
- Shuffle the discard pile when the draw deck runs out. If both are empty, draw as many as available.
- After a capacity bonus leaves, the owner chooses excess cards to discard. If a discard request exceeds available eligible cards, discard as many as available.
- Team Up permits a second Mentor. Tools remain limited to two total, one on the trainee and one on a specific Mentor.
- Five original cards using “Chaos Card Challenge” are kept as references and not dealt: Discharge Without Permit; Permit Required Nanogram Limit; Sweeper Sabotage; Urban Runoff Mortality Syndrome; Illegal Dumping.
Reconstruction decisions for review
“Your Jobsite” defense boosts apply to the person playing the card. Perfect Treatment can select any Jobsite. Cards that explicitly let you choose a risk/defense retain that choice. Repeated “miss next draw” effects use one pending draw block, not multiple stacked blocks. Separate skip-turn effects accumulate. Overbudget discards selected Tools before selected Mentors so both selected cards can be discarded. These interpretations should be confirmed with CWT.
